OECMとは、Other Effective area-based Conservation Measure（その他の効果的な地域をベースとする手段）の頭文字で、「公的な自然保護地域ではないが、結果として自然が守られている場」での保全を表す概念です。ポスト2020生物多様性枠組で目指している『30 by 30』、つまり2030年までに地球の表面積の3割以上を保護区にするという目標を達成するためには、既存の保護地域以外の場所にも範囲を広げて考えるOECMの概念が重要になってきます。その際、手つかずの自然だけでなく、たとえば日本の里山のように生物多様性が豊かな農地などもOECMに含めて考えることで、より広い範囲が保全に貢献できる可能性が出てきます。里山で見られるような多様な人間活動と生物多様性保全のバランスをとる手法は、ランドスケープアプローチとして知られています。そこで、本ダイアログでは、環境、持続可能な開発、文化、および経済の各分野の専門家をお招きして、ランドスケープアプローチがOECMの認定や管理にどのように貢献できるか、実効性のあるOECMにするにはどうしたらいいか、についてディスカッションします。

Making OECMs work effectively will be key to achieving area-based conservation targets in the Post 2020 Global Biodiversity Framework because it is not only necessary to reach “30 by 30”, it is also critical to make sure that areas included in the 30 percent of the earth that is protected actually deliver biodiversity outcomes. Landscape approaches have been found in many cases to provide for biodiversity conservation while maintaining sustainable human livelihoods, and this Expert Dialogue will provide a forum for discussion on how these approaches can contribute to OECM designation and management, including perspectives from environmental, sustainable developmental, cultural, and economic points of view.
